Largest single-cell restatement: U.S. Virgin Islands June 2025 (234 → 320 policies, average premium $211.30 → $163.68), a small-sample series per the documented limitation. County assignment derives from the census block-group GEOID prefix, and a GEOID whose state prefix disagrees with the record's property state stays under the explicit state rollup instead of minting a wrong-state county. Restored 2,327 public ZIP rows spanning 9 states; 8 of those states had been absent entirely from the derived state table.

The prior derived U.S. ZIP-row average used 23,266 of 25,593 rows and displayed $1,771. The corrected all-row average displays $1,776.

Resolution: Expanded geography coverage, exposed mapped and excluded counts, and added a zero-unmapped-row release test.

Recalculation evidence: Replay the pre-correction exclusions against the exact committed Treasury FIO normalized snapshot. Prior mapping commit d1fc9761; omitted prefixes 005, 010-099, 398-399, 885, 889, 967-968.
