According to the Congressional Research Service, if Congress does not reauthorize or amend the affected authorities by the deadline:
- NFIP’s authority to provide new flood-insurance contracts would expire.
- Contracts entered into before expiration would continue until the end of their one-year policy term.
- NFIP borrowing authority would fall from $30.425 billion to $1 billion.
- Other program activities would technically remain authorized, but CRS says expiration of the key authorities could still have significant effects on them.
